		<description>Good article, something else to consider especially in Kosovo is the false economy that the international community created, by hiring thier local national work force, paying wages at 3 or 4 time hire than the national average. Another factor Balkan wide is the level of corruptiong especislly when it comes to bid rigging on public purcurment contracts.

I work with foriegn companies looking at building a presence in Kosovo, and the corruption at all levels is what is keeping them away. Clean up the corruption, jobs will follow.</description>
