Another factor Balkan wide is the level of corruptiong especislly when it comes to bid rigging on public purcurment contracts. I work with foriegn companies looking at building a presence in Kosovo, and the corruption at all levels is what is keeping them away. Clean up the corruption, jobs will follow.
